Equal Employment Manager

Incumbent performs consulting and advisory services to managers, supervisors and employees in support of the Equal Employment Program. Major duties include but are not limited to:
Responsible for the program development, administration, evaluation and advisory functions of the Equal Employment Opportunity (EEO) and Affirmative Employment, Alternate Dispute Resolution (ADR), Diversity Management and Special Projects for the Medical Center. Oversees the Alternate Dispute Resolution (ADR) program. Analyzes and recommends solutions to problems that adversely affect EEO and Affirmative Employment. Assists the Office of Resolution Management (ORM) and Administrative Judges with investigations and hearings. In collaboration with the ORM Field Office, serves as the local liaison for all aspects of the medical center's complaint process, discussing resolution efforts, negotiating settlements, and drafting same on behalf of management. Provides advice and assistance during the post-investigative states (i.e., hearings, appeals, and compliance phases) for each formal complaint. Manages the Alternative Dispute Resolution (ADR) Program at the medical center, which is any procedure or combination' of procedures voluntarily used to resolve issues in controversy, without the need to resort to litigation. These procedures include, but are not limited to:
assisting with settlement negotiations, conciliations, facilitation, mediation, fact- finding and arbitration that require an impartial advisor or neutral third party. Compiles and analyzes statistical data in order to evaluate progress of the EEO program. Conducts periodic evaluations of the workforce to develop data that can be utilized in evaluating the effectiveness of the program. Conducts analyses of the workforce; identification of any under representation in major occupations compared to the identification of approaches for targeted recruitment working toward maintaining a vibrant Diversity Management Program. Conducts and develops statistical analyses of the workforce by race, sex, grade, occupation series and policies and practices affecting employment. Conduct underutilization studies and barrier analyses to determine if members of underrepresented groups are being afford equal opportunity for employment and advancement. Serves as the technical advisor to the facility's EEO Advisory Committee. Develop and coordinate special projects such as statistical reports, surveys, workshops, training and special observances. Recommends changes in the medical center's employment policies and based on the results of workforce analyses. Provide advice and assistance to managers, supervisors, committees, employees or applicants on legal and procedural EEO program issues. Review statistics on recruitment, disciplinary actions, removal and terminations; identifies trends and potential problems; determine cause and effect relationships; and recommend action to eliminate adverse effects on EEO program. Provide service level TMS administrators ongoing support and training. Link education curriculum with mission and strategic initiatives ensuring education requirements are included in TMS system set-up and management. Create assignments of appropriate training to local users with assignment profiles. Deliver TMS briefings to managers, supervisors, and other leaders. Monitor external events entered via TMS, education mandates and compliance. Ensure mandated education and training is completed. Ensure local TMS administrators, instructors, employees, staff, and supervisors are trained on TMS user interface and assists users with logging onto TMS to complete Page 4 of 8 national mandatory training. Ensure all training is properly recorded in TMS, provide training and support for all TMS users including New Employee Orientation (NEO), manage TMS accounts by creating/managing TMS accounts for non-employees, and create TMS accounts for new employees prior to visibility in HR Smart. Develop and evaluate curriculum provided in TMS. Troubleshoot user issues with passwords, logon, change/reset passwords and unlocks accounts for TMS users and assigns mandatory training to staff and/or assure assignments were made from all levels. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of the laws, regulations, executive orders, court decisions and issues related to the Federal Equal Employment Opportunity (EEO) Program; interpreting and applying EEO knowledge to a variety of difficult and complex work assignments; planning and conducting internal investigations; fact-finding and analyzing data in relation to discrimination complaints and investigative processes; managing command-wide programs such as the Affirmative Action Program, and all programs under the Special Emphasis Program; identifying EEO problems and developing concrete action plans to solve problems; advises management on appropriate courses of action to eliminate barriers to equal employment; interpreting regulations and policies. Writing and preparing written counselor reports consulting with cognizant line officials, attorneys, union officials, and HR employees to develop resolutions and disposition to EEO complaints. You will be rated on the following Competencies for this position:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
