Financial Analyst

As a Financial Analyst, you will:
Compiles financial data and estimates for budget formulation, progress reports, and statistics. Performs analytical formulations, presentations, and reviews of LM financial status. Performs financial modeling analyses, graphs, monitors and evaluates financial management operations, and status of the various programs for early identification of problem areas; resolves related problems which arise; and recommends solutions and courses of action for issues requiring program manager action. Analyzes LM and contractor programs (long term surveillance and maintenance (LTSM), Site Operations, continuing benefits, facility portfolios, etc.) to determine financial integrity of current operations, funding needs for future site acquisitions and operations, potential for cost savings, potential inefficiencies and/or funds reallocation needed. Provides financial analyses of program milestones versus funding limitations to include in the planning and programming process. Keeps informed and stay abreast of information through briefings, readings, and communications with appropriate program contacts of activities administered by other Headquarters Offices, and their effect upon the program SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Experience providing financial management support for budgets. Experience providing financial management support for acquisition functions. Experience managing web-based financial databases. Knowledge of Federal budget and financial management processes, including the OMB and congressional review cycles, to perform financial analyses; and knowledge of DOE/OMB policies, directives, and regulations as they apply to financial management. Knowledge of laws and regulations of Federal financial management systems. Ability to communicate effectively with key Departmental officials, OMB/congressional staff, program managers, technical subject matter specialists, and representatives of other Federal Agencies, to articulate thoughts clearly and to write concisely. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
