Associate Chief Information Officer

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant. Specific Duties The incumbent carries out the following
Responsibilities:
Provides thought leadership and strategic direction for bureau information technology (IT) operations, including infrastructure and architecture, applications development, re-engineering business processes, networks, sourcing alternatives, and computer and auxiliary operations and support. Leads the bureau's FITARA implementation, which seeks to strengthen authority over information management and technology (IMT) and supports the implementation of the DOI-wide FITARA plan. Partners with program and Bureau leadership to define technology strategy in support of their mission objectives and operational strategy and to facilitate delivery thereof. Builds relationships and creates synergies across the enterprise to enable cost effective and innovative shared technology, resources, and solutions. Develops the bureau's annual IT operating plan for bureau-wide IT spending and develops the annual expense and capital expenditure budget for IMT. Serves on the bureau's executive leadership to ensure integration with mission priorities. Coordinates bureau IMT governance in accordance with bureau IMT consolidation plans. Exercises delegated authority to guide and implement IMT strategy throughout the bureau. Manages the bureau IT budget and oversees and advises on spending on IT throughout the bureau to ensure alignment with CIO priorities and consistency with overall strategic objectives, mission and program needs, and Secretarial priorities. Demonstrated experience in implementing and overseeing IT budget formulation and execution, IT acquisitions, IT service cost/pricing models and IT project management concepts and techniques. Demonstrated ability to oversee and direct geographically dispersed, complex IT operations, and strategically manage IT through its lifecycle from concept to disposition. Demonstrated experience overseeing an IT security and privacy program, as well as the implementation of the Federal Information Security Modernization Act (FISMA) and NIST guidelines and best practices.) The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
