Criminal Background Check Pre-placement Drug Screening Fit for Duty Test (if applicable) RSI EnTech, LLC is recruiting for a Cultural Resource Specialist who will support the Department of Energy Office of Legacy Management (DOE LM) through executing its cultural, historic, archeological, and environmental program and complying with federal and state laws and regulations, such as the National Historic Preservation Act (NHPA), National Environmental Policy Act (NEPA), and others; and providing project management, technical document review, research and development analysis support, facilitation services and meeting support for all NEPA and environmental requirements.
This position is required to travel and be in the field up to 10% of the time.
Primary responsibilities and
Essential Functions:
Perform NEPA documentation functions as required.
Review and evaluate proposed actions in accordance with the NHPA regulations and other applicable environmental laws.
Coordinate internal reviews, final document production, and submittals.
Provide support to the DOE Cultural Resources Manager and the NEPA Compliance Officer and complete assigned programmatic work tasks.
Provide management and technical oversight of various cultural resources tasks, including archaeological investigations and reporting.
Oversee field survey methods, schedules, and execution, field reports, coordination and consultation with state, federal, and tribal representatives.
Track progress of requirements until completion and ensure schedules are updated and documents are entered into team and client document tracking systems.
Update team and processes based on regulation changes and agency protocols and requirements.
Participation on or directing project teams including subcontractors; preparing or directing staff in the preparation of technical studies and regulatory permitting documents.
Complete standard cultural resource forms accurately and concisely.
Work experience, skills, and capabilities needed:
Strong written and oral communication skills.
Consultation with various State Historic Preservation Offices (SHPOs) in fulfillment of compliance requirements under Section 106 of the NHPA; and consultation with various Tribal Historic Officers.
Experience performing cultural resources investigations directly for Federal agencies.
Experience working on multi-disciplinary projects.
Prior experience participating in or leading meetings with clients and agencies.
Ability to synthesize archaeological data from field studies.
Proficiency on all aspects of compliance procedures under Section 106 of the NHPA.
Knowledge of Federal Agency implementation protocols for Section 106 compliance.
Ability to prepare cultural resources documentation compliant with NEPA.
Experience coordinating document preparation (developing schedules, resources assignments, client interaction, evaluating project scope and public interest).
Experience with development and reviews of Programmatic Agreements and Memoranda of Understanding.
Technical knowledge, certifications/licenses, and software proficiency required:
Proficient in Microsoft Office:
Word, Excel, Outlook, PowerPoint, SharePoint, etc.
Valid driver's license.
Desirable qualifications, experience, or proficiencies of the ideal candidate:
Working knowledge of tribal historic preservations laws and requirements.
Prior consulting experience; and previous work with DOE.
Required Education and Years of
Experience:
Bachelor's degree in Environmental Science, Anthropology, Archaeology, or related field with a minimum 10 years of relevant experience.
Experience in lieu of education may be considered.
